Build and launch a website a business did not have

Done means: A business with no usable website has one live at its own domain: the pages a customer needs, working on the phone most of them will arrive with, a way to call, find or write to the business in one step, and the domain, the hosting and the files in the business's own name.

Bringing a site into existence, as distinct from keeping one current. It covers the first site for a business that has none or only a page on someone else's platform, and the replacement of one that cannot be used on a phone. It is not mkt.publish-web-content, which is the ongoing publishing and maintenance of a presence that already exists; not mkt.optimize-landing-page, which tests and improves a page that is already live; and not eng.implement-scoped-changes, which is work inside an existing codebase. A claim names what the solution actually delivers and to whom it belongs at the end: pages, assets, forms, domain registration, hosting, and ownership. Who owns the result matters enough to be part of the outcome, because a site the business cannot move is a different product from one it can.
