Propose reorders that keep service levels within stock targets
Done means: Reorder proposals hold the service level while lowering stock.
Turning a demand picture and the current stock position into proposed replenishment: what to order or move, how much, to which location, and when, against service-level and stock targets somebody set. It begins where scm.forecast-demand ends, and a solution may claim both. It is not the purchase itself, which is a proc job, and it is not scm.track-shipment-exceptions, which starts once goods are already in motion. The proposal is the deliverable; whether a planner accepts it unchanged is a measure of this job.
