Two tools refuse an anonymous caller by name, complete_checkout and get_order; the other eleven, including all five checkout tools but complete_checkout and all four cart tools, take the call and answer an argument error. That is a stronger reading than any single request: the server does refuse anonymous callers, by tool, before it validates arguments, so the absence of a refusal on the other eleven is a measurement and not an ordering accident.
